A limited edition of 48 copies of Lincoln's Emancipation Proclamation were printed and signed by the President and Secretary Seward, for the benefit of the Sanitary Fair held in Philadelphia during the Civil War, to raise funds for the care of wounded Soldiers. A limited number of Lincoln's Emancipation Proclamations were printed and signed by the President and Secretary Seward for the benefit of the Sanitary Fair held in Philadelphia during the Civil War to raise funds for the care of wounded soldiers. This copy was presented to Proctor H. Ney by Colonel George Boker of Philadelphia.
